The strongest pattern is hybrid, partner-led for the technical migration and licensing negotiation, with a deliberate knowledge-transfer plan, so your internal team owns configuration and support after go-live. Pure in-house works mainly for organizations with a mature internal Maximo admin team doing an incremental upgrade, not a first move to MAS.
